Isaiah 13:1-3

The burden of Babylon: The burden of Babylon formula opens the first and longest of the oracles against the nations that run through chapter 23, each one carrying the same Hebrew word for a load laid on a people. Babylon is named as the target while Assyria still stood as the visible empire of Isaiah's own day, and the sanctified ones and mighty ones summoned in verse 3 are the pagan army the Lord calls his own, set apart for this one purpose though they do not know him. The banner lifted on the bare mountain and the shaken hand are a muster call for gathering armies from a distance, the standard signal language of ancient warfare.

Isaiah 13:4-8

The noise of a multitude in the mountains: The noise of a multitude in the mountains gathers armies from many nations under one command, the Lord of hosts himself mustering the host for battle. The day of the Lord is at hand, described here as it will be described again later in the book, coming as destruction from the Almighty, with hands failing and hearts melting in terror. The pain compared to a woman in travail is one of the oldest such figures in Scripture for sudden dread, and faces described as flames catches the terror crossing every face at once.

Isaiah 13:9-13

cruel both with wrath and fierce anger: Cruel both with wrath and fierce anger describes the day of the Lord in language that reaches past Babylon's fall to the Medes: stars withheld, sun darkened, moon giving no light, the heavens shaken and the earth removed out of her place. The older commentators name this widening honestly. Some read the cosmic language as poetic force fitted to a real historical collapse, the sun going dark being the standard prophetic figure for the fall of a ruling power, while others hear the oracle's horizon stretch past the fall of Babylon toward the final day of the Lord the same phrase names elsewhere in the prophets. Both readings stand on the same verses, and the text itself does not choose between the near event and the far one it borrows its language from.

Isaiah 13:14-16

as the chased roe: As the chased roe pictures the foreign residents and mercenaries within Babylon scattering for their homelands the moment the city falls, each man fleeing to his own people rather than standing to defend a capital not his own. What follows is the plain description of ancient siege warfare at its worst: the found are thrust through, the joined fall by the sword, children dashed to pieces before their parents' eyes, houses plundered and wives seized. Scripture records this cruelty without approving it, the same vocabulary the prophets use of Israel's own enemies when Israel suffers the identical fate under Assyria and Babylon in turn.

Isaiah 13:17-18

I will stir up the Medes: I will stir up the Medes against them names the coming empire two centuries before Cyrus the Persian led the Medo-Persian coalition that took Babylon, the trial-of-the-gods argument the book presses later in the comfort chapters already at work here in miniature. The detail that the Medes will not regard silver nor delight in gold marks a trait ancient historians record of early Median culture, valuing conquest and territory over plunder. The naming of a specific people, centuries ahead of their rise to power, is the kind of prophecy the book's later chapters turn into open evidence.

Isaiah 13:19-22

the glory of kingdoms: Babylon, the glory of kingdoms, is measured against Sodom and Gomorrah, the standard of total, unrepeatable ruin already fixed in Israel's memory from Genesis. Never inhabited, no Arabian tent pitched there, no shepherd folding a flock there: the oracle pictures a desolation so complete that even nomads who need nothing more than open ground avoid the site. Wild beasts, doleful creatures, owls and satyrs filling the palaces belong to the standard Hebrew vocabulary for a place abandoned to demons and unclean things, the same picture Revelation later borrows for the fall of the final Babylon.
