Verse 39 sets the fixed calendar "in addition to your vow and freewill offerings", a floor with voluntary worship standing on it. Verse 40 closes the speech begun at Numbers 28:1.

John Gill says Moses repeated these laws to the people with their additions and explanations, as a faithful servant in all God's house. Jamieson, Fausset & Brown total the yearly public offerings of these two chapters at 1,241 animals. That count leaves out vows, freewill gifts and the Passover lambs.

All these things; repeated the several laws unto them concerning the above sacrifices, with the additions unto them, and explanations of them: according to all that the Lord commanded Moses; being a faithful servant to the Lord in all his house, and in all things appertaining to it.
The intention of divine institutions is well answered when one religious service helps to fit us for another and all for heaven. The blowing of the trumpets was appointed, Lev. xxiii. Here the people are directed what sacrifices to offer on that day, of which there was not then any mention made.
