present twelve young bulls, two rams
on Numbers 29:17-22
From the second day the grain and drink offerings are given "according to the number prescribed", the rate fixed at Numbers 15:4-12. The chapter abbreviates because the count of animals changes daily while the rate per animal stays the same.

the grain and drink offerings
The third day's bulls drop to eleven, and the grain with them to fifty-one tenths of an ephah. Jamieson, Fausset & Brown find the rule for the drink offerings at Numbers 28:7 and 28:14. When a bull is dropped, its flour and its drink offering go with it.

on the fifteenth day--was to be held the feast of booths or tabernacles. The feast was to last seven days, the first and last of which were to be kept as Sabbaths, and a particular offering was prescribed for each day, the details of which are given with a minuteness suited to the infant state of the church.
