He counselled him to entice the Israelites to idolatry, Rev. ii. Since he could not have leave from God to curse them, he puts him in a way of getting help from the devil to tempt them.

Albert Barnes takes let me warn you as a pointer to the prophecy that follows. Matthew Henry reads it as counsel, the private advice that 31:16 later exposes. Henry also hears comfort offered to Balak, since what Israel would do to Moab lay in days to come, beyond his lifetime.
