The ruler is named as the peace itself: "And He will be our peace when Assyria invades our land". The "seven shepherds" follow the counting pattern of Amos 1:3, which means more than enough. Assyria will be ruled "with the sword", the invader suffering what he meant to inflict.

Then shall we raise against him seven shepherds - Supposed to mean the seven Maccabees, Mattathias, and his five sons, and Hyrcanus, the son of Simon.
