Chapter 28 ended with Israel scattered, and this chapter opens after the scattering. The return starts with memory, when Israel will “call them to mind in all the nations”, the order Moses gave at 4:29-31.

Albert Barnes reads restore you from captivity as an end to any state of distress, and he compares Psalm 14:7 and Jeremiah 30:18. Henry sets the compassion beside Jeremiah 31:18-20, where the LORD hears Ephraim grieving and yearns over him. The anger of 29:20 gives way to pity.
