Before Baasha did: and reigned over Israel two years, not two whole years; for he began in the second of Asa, and in the third of that king's reign Baasha slew him, and reigned in his stead, 1Ki 15:28.

Nadab the son of Jeroboam began to reign

on 1 Kings 15:25-26

Nadab's two years are measured by his father's record rather than by any standard of his own, walked in the way of his father, and in his sin wherewith he made Israel to sin, the formula 14:16 first applies to Jeroboam and that the book will repeat of nearly every king the north produces. No northern king is ever measured against David; the north's own founder supplies its whole standard of comparison, and every heir is judged only by how closely he keeps it.
