Isaiah 33:1

Woe to thee that spoilest: The oracle turns the aggressor's own words back on him: the spoiler who has not himself been spoiled, and the treacherous dealer who has not been dealt with treacherously, is warned that his own measure returns to him once he ceases to spoil and to betray. The older commentators read the address as fitting Sennacherib and Assyria precisely, a power that had broken faith with smaller nations and now stands warned that its own conduct will be repaid in kind. Henry and Gill both note the principle stated here reaches beyond Assyria to any power that lives by treachery, since the text states the law rather than naming the man.

Isaiah 33:2-4

O Lord, be gracious unto us: Against the spoiler's coming judgment the prophet sets a prayer, O Lord, be gracious unto us, we have waited for thee, asking that the arm now raised in threat become Judah's own salvation in the day of trouble. The prayer is answered in the next two verses with a rout: at the noise of the tumult peoples flee, and when the Lord lifts himself up the nations are scattered like a locust swarm gathering and stripping a field bare. Barnes reads the abrupt shift from woe to prayer to victory as the chapter's pattern throughout, threat and deliverance following one another because both come from the same hand.

Isaiah 33:5-6

The Lord is exalted; for he dwelleth on high: The Lord's exaltation is stated first as a fact of his own dwelling and then as an act toward Zion, he hath filled Zion with judgment and righteousness, the city itself made to carry what he is. Wisdom and knowledge become the stability of Judah's times and the strength of her salvation, with the fear of the Lord named as her treasure, a phrase the older writers set against the silver and gold Assyria came to plunder. Gill reads the treasure language as deliberate irony, since the invading army sought Jerusalem's material wealth while the text names her real and unassailable riches.

Isaiah 33:7-9

their valiant ones shall cry without: The scene turns to Judah's own collapse under siege: valiant men cry in the open, ambassadors sent to negotiate peace weep bitterly, and the highways lie waste because no traveler dares them. A covenant is broken and cities despised, language the older commentators connect to Sennacherib's violation of Hezekiah's tribute agreement in 2 Kings 18, and the land itself joins the mourning, Lebanon ashamed and hewn down, Sharon like a wilderness, Bashan and Carmel shaking off their fruit. Delitzsch reads the four place names as marking the whole length of the land, from the far north to the coastal plain, so that no region is exempt from the devastation named.

Isaiah 33:10-12

Now will I rise, saith the Lord: The Lord answers the desolation just described by announcing his own rising, echoing the prayer of verse 2 with a threefold now: now will I rise, now will I be exalted, now will I lift up myself. The enemy's own schemes are turned to nothing, conceiving chaff and bringing forth stubble, and their own breath becomes the fire that devours them, so that the peoples become as the burnings of lime, thorns cut up and burned. Henry reads the lime-kiln image as total and rapid destruction, the same fire that once threatened Judah now consuming the army that lit it.

Isaiah 33:13-14

Hear, ye that are far off, what I have done: The call to witness, addressed to both the far off and the near, turns immediately into a question asked inside Jerusalem itself: the sinners in Zion are afraid, and hypocrites ask who among us shall dwell with the devouring fire, who among us shall dwell with everlasting burnings. The deliverance from Assyria does not settle the deeper question the chapter now raises, since the fire that judges the nations is the same holiness that exposes Zion's own sinners. Barnes reads the question as genuinely open at this point in the text, answered only in the verses that follow.

Isaiah 33:15-16

He that walketh righteously, and speaketh uprightly: The answer to the fire's question is a portrait the bench sets beside Psalm 15's who shall abide in thy tabernacle: the man who walks righteously, speaks uprightly, refuses the gain of oppression, will not hold a bribe, will not hear of bloodshed, and will not look on evil. To that man alone is promised dwelling on high, a place of defense in the rocks, bread given and water sure, security stated in the plainest domestic terms. Henry reads the parallel to Psalm 15 as deliberate, both texts answering the same question of who may stand in God's presence with a list of moral conduct rather than ritual qualification.

Isaiah 33:17-19

Thine eyes shall see the king in his beauty: The righteous man just described is promised a sight denied the fearful: eyes that see the king in his beauty and behold the land that is very far off, language the older writers read as reaching past the immediate deliverance from Assyria toward a fuller and more distant hope. The heart that once meditated terror now asks after the vanished machinery of siege, where is the scribe, where is the receiver, where is he that counted the towers, a taunt over an enemy administration that has simply disappeared. Verse 19 confirms the danger is past, the fierce people of a strange and stammering tongue no longer seen or understood, and Gill reads the whole unit as the reversal, point for point, of the siege just survived.

Isaiah 33:20-21

Jerusalem a quiet habitation: Zion, city of our solemnities, is named a quiet habitation and a tabernacle that shall not be taken down, its stakes never removed and its cords never broken, tent language applied to a permanent city. Where an earthly city depended on rivers for defense and commerce, Jerusalem's security instead comes from the glorious Lord himself as a place of broad rivers and streams, one no enemy galley or gallant ship can navigate against her. Delitzsch reads the river language as deliberately spiritual rather than literal, since Jerusalem had no navigable river, an observation the older writers before him had already made.

Isaiah 33:22

For the Lord is our judge, the Lord is our lawgiver, the Lord is our king: The chapter's confession compresses three offices into one verse and one subject: the Lord is our judge, the Lord is our lawgiver, the Lord is our king, and from that threefold rule follows the plain conclusion, he will save us. The older commentators read the verse as answering, at the level of government itself, the question the sinners in Zion asked earlier of who could dwell with the fire, since the one who judges, legislates, and reigns is also the one who saves. Henry notes the verse assigns no separate human offices for these three functions, unlike Israel's own history of judges, a lawgiver in Moses, and kings, because here all three belong to one person.

Isaiah 33:23-24

Thy tacklings are loosed: The enemy's own ship, its rigging loosed and its mast and sail useless, stands in contrast to the secure Jerusalem just described, and even what such a helpless vessel carries becomes prey so abundant that the lame gather a share of it. The chapter closes with a promise reaching past military relief into bodily and moral health: no inhabitant will say I am sick, and the people who dwell there will find their iniquity forgiven. Gill reads the closing pair, healing and forgiveness named together, as the deepest answer the chapter gives, sickness and sin joined in the same verse and removed together.
