Isaiah 21:1-4

the desert of the sea: The burden of the desert of the sea, a title the older writers read as a play on Babylon's own irrigated flatland turned wilderness by what is coming upon it, opens with whirlwinds sweeping in from a terrible land, the same direction Elam and Media approach from as the named besiegers of verse 2. The prophet does not merely announce this vision, he suffers it, his loins filled with pain like a woman in travail, bowed down at the hearing of it and dismayed at the seeing of it, a bodily identification with coming judgment the commentators note is rare even among the burdens. Elam and Media are the historical powers behind Babylon's own fall to Cyrus, named here by the traditional dating well before the event, the same kind of specific naming the book uses again at 44:28 and 45:1.

Isaiah 21:5-8

Prepare the table: Verse 5 pictures the Babylonian court caught mid-feast, the table prepared and the watch set on the walls even as princes are told to rise and anoint the shield, the city's confidence and its danger sitting in the same scene. The Lord then commands the prophet to set a watchman and report what he sees, and the watchman's vigil is described in his own voice, standing continually upon the watchtower in the daytime and set in his ward whole nights, an image of patient watching Barnes ties to Isaiah's own long expectation of the word being fulfilled. The watchman's cry of a lion in verse 8 signals danger before the message itself is named, the tension held one verse longer before the burden's central word arrives.

Isaiah 21:9-10

Babylon is fallen, is fallen: The watchman's report arrives as the burden's centerpiece: Babylon is fallen, is fallen, the doubled cry Revelation takes up twice of end-time Babylon (Rev 14:8, 18:2), spoken here centuries before Babylon's actual fall to Cyrus and its rout of the city's own gods, whose graven images the watchman sees broken to the ground. Delitzsch notes the perfect tense used of a still-future event is the same prophetic certainty the book uses of the servant's suffering in chapter 53, judgment described as already accomplished because the word that decreed it cannot fail. Verse 10 closes the oracle addressed to Judah as my threshing and the corn of my floor, a people who have themselves been trodden by Babylon and now receive news of the thresher's own undoing, declared to them by the God of Israel.

Isaiah 21:11-12

He calleth to me out of Seir: The burden of Dumah is the shortest and starkest of the book's oracles: a voice calls out of Seir, Edom's own territory, asking the watchman twice, Watchman, what of the night? and receives an answer that refuses false comfort, the morning cometh, and also the night. Henry and Barnes read the answer as deliberately unresolved, relief and renewed danger both promised in the same breath, fitting a nation whose future under this burden is mixed rather than settled either way. The watchman closes without a clearer word, if ye will enquire, enquire ye: return, come, leaving Edom to ask again rather than handing over a final answer.

Isaiah 21:13-15

The burden upon Arabia sends the travelling companies of Dedanim to lodge in the forest rather than on the open caravan routes they normally used, a change in Arabia's trade patterns the commentators tie to the same military disruption the earlier burdens describe. Verse 14 names Tema's own people bringing water and bread to refugees fleeing the fighting, an act of hospitality Gill reads against the customary law of the desert, where a fleeing man's right to bread and water from the settled tribes was a recognized obligation. Verse 15 states plainly what the fugitives are fleeing, the drawn sword, the bent bow, and the grievousness of war, the burden's only description of the fighting itself rather than its aftermath.

Isaiah 21:16-17

Within a year, according to the years of an hireling: The Lord sets a fixed and short term on the last burden: within a year, according to the years of an hireling, a hired man's single contracted term rather than a round or symbolic number, all the glory of Kedar shall fail. Verse 17 specifies the loss in military terms, the residue of the number of archers, the mighty men of the children of Kedar, diminished, Kedar being an Arab tribe descended from Ishmael and known in the ancient world specifically for its archers. Barnes and Delitzsch both note the closing formula, for the Lord God of Israel hath spoken it, seals the oracle the same way the book seals several of its precisely timed predictions, naming the years exactly so the fulfillment could be checked.
