Acts 28:1-2

When they were escaped, then they knew that the island was called Melita, modern Malta, and Smith's study of the currents and soundings of chapter 27 independently confirms the landing there. The barbarous people shewed us no little kindness, Luke's own word for the islanders, barbaros, meaning simply non-Greek speaking rather than uncivilized, and their kindness in kindling a fire for two hundred and seventy-six soaked strangers because of the present rain and the cold is stated plainly as an act of ordinary human decency the text does not need to theologize.

Acts 28:3-6

gathered a bundle of sticks: Paul had gathered a bundle of sticks himself, apostle and prisoner alike doing the common work, when a viper came out of the heat and fastened on his hand. The islanders' verdict is swift and pagan in its logic, No doubt this man is a murderer, whom, though he hath escaped the sea, yet vengeance suffereth not to live, the goddess Justice imagined as still hunting her prey; when Paul shook off the beast into the fire and felt no harm, they swing to the opposite extreme and said that he was a god. The bench reads the whole episode as Luke's quiet demonstration of Mark 16:18's promise and of Luke 10:19's authority over serpents, without Paul himself claiming either title the crowd hands him.

Acts 28:7-8

In the same quarters were possessions of the chief man of the island, whose name was Publius, a title an inscription found on Malta confirms as the island's actual Roman administrative rank, another small correction of Luke's precision the evidence lane keeps returning to. Publius received the shipwrecked company and lodged them three days courteously, and Paul repays the hospitality where it costs him nothing but prayer, entering to the sick father, laying hands on him, and healing a fever and a bloody flux the physician Luke names with a clinician's exactness.

Acts 28:9-10

Others also, which had diseases in the island, came, and were healed, one act of mercy to a host's father opening into a general work echoing 5:15 and 19:12, healing again in service of the word and never sought for its own display. Who also honoured us with many honours describes gratitude, not payment, and when they departed the islanders laded them with such things as were necessary for the voyage ahead, the same pattern of provision that has followed Paul from city to city across the book.

Acts 28:11-13

After three months we departed in a ship of Alexandria, another grain carrier from the same Egypt-to-Rome fleet as the wrecked vessel, and Luke records without comment that her sign was Castor and Pollux, the twin gods sailors invoked for safe passage, a detail the bench reads simply as the eyewitness naming what he saw painted on the bow rather than as any endorsement. Landing at Syracuse, then Rhegium, then Puteoli on the Bay of Naples, the route is the standard grain run any first-century reader would recognize, and the exposition lets the ordinary itinerary stand as further evidence of a log kept in real time.

Acts 28:14-15

Where we found brethren at Puteoli, a Christian community already established there before any apostle Luke names has arrived to plant it, evidence of how far the gospel had already spread by ordinary travel and trade along the routes Rome itself had built. As the Roman believers heard of the approach they came out to meet the party as far as Appii Forum and The Three Taverns, stations forty and thirty miles down the Appian Way, and when Paul saw them he thanked God, and took courage, the we-passage's last quiet human note before Luke's own testimony steps back and Paul's public ministry in Rome begins.

Acts 28:16

When they came to Rome, the centurion delivered the prisoners to the captain of the guard, but Paul was suffered to dwell by himself with a soldier that kept him, the light custody of an appellant awaiting Caesar's own hearing rather than the confinement of a condemned man. The bench notes that this arrangement, however inconvenient, is the very thing that lets the rest of the chapter and the whole Roman imprisonment happen as it does, a chained apostle still able to receive all who come to him.

Acts 28:17-20

After three days Paul called the chief of the Jews together, keeping the synagogue-first pattern he has never abandoned even in a city where he arrives as a prisoner rather than a visiting teacher, and his opening plea is innocence, that he had committed nothing against the people, or customs of our fathers, yet was delivered prisoner from Jerusalem into the hands of the Romans. He recounts that his Roman examiners would have let him go for there was no cause of death in him, and that his appeal to Caesar was forced by Jewish opposition, not chosen to accuse his own nation of anything. For this cause therefore have I called for you, he says, for the hope of Israel I am bound with this chain: the phrase stands in the text as the book's own counterweight to any reading that would make its later Gentile turns a final severing from Israel, Paul in chains still naming Israel's hope as his own cause.

Acts 28:21-22

We neither received letters out of Judea concerning thee, the Roman Jewish leaders answer, neither has any brother reported harm of him, a striking absence given the intensity of the Jerusalem opposition Paul has just survived, and the bench reads it as evidence that the case had not yet been formally pursued to Rome ahead of him. Their real interest is doctrinal rather than legal, we desire to hear of thee what thou thinkest, for as concerning this sect, we know that every where it is spoken against, sect here the same neutral term, hairesis, used of the Pharisees and Sadducees earlier in the book, a school of thought rather than a slur.

Acts 28:23

When they had appointed him a day, many came to his lodging, to whom he expounded and testified the kingdom of God, persuading them concerning Jesus, both out of the law of Moses, and out of the prophets, from morning till evening, a full day's exposition summarized in one verse that stands as the book's own last model of the method it has practiced from Pentecost onward, Christ argued from the Hebrew Scriptures rather than apart from them. The bench notes that this is the same two-witness structure Paul has used before Agrippa and everywhere else, Moses and the prophets, never a message set against Israel's own book.

Acts 28:24-25

Some believed the things which were spoken, and some believed not, the division running through the whole book now repeating on its very last page among the Jewish community in the empire's capital. When they agreed not among themselves and began to depart, Paul speaks one last word before they go, Well spake the Holy Ghost by Esaias the prophet unto our fathers, naming Isaiah's own inspiration as the ground for the citation that follows, spoken to the ones already leaving rather than pressed on those who might yet stay.

Acts 28:26-27

Hearing ye shall hear, and shall not understand, Paul quotes from Isaiah 6:9-10, the same passage Jesus applies to the parable-hardened crowds at Matthew 13:14, and the exposition handles it the same way here, judgment described on a particular generation's hearing at a particular moment, not a verdict pronounced on the Jewish people as such for all time. The heart of this people is waxed gross names a self-inflicted dullness, their ears and eyes closing themselves, and the closing clause, lest they should be converted, and I should heal them, is read by the bench as the tragedy of the passage, healing withheld only because it was refused, not because it was never offered.

Acts 28:28-29

Be it known therefore unto you, that the salvation of God is sent unto the Gentiles, Paul's third turning saying after 13:46 and 18:6, and the same standing ruling applies to all three, local and situational rather than a final abandonment of Israel, proven by Paul's own continued synagogue-first practice at every new city right up to this one and by Romans 9-11's sustained argument for Israel's future written between these turnings. The Jews departed, and had great reasoning among themselves, the chapter's last word on them left open rather than closed, some manuscripts preserving this closing note of ongoing debate rather than a settled break.

Acts 28:30-31

Paul dwelt two whole years in his own hired house, and received all that came in unto him, the book's final scene a chained man's open door rather than a martyr's end, and Luke leaves Paul there without recording the outcome of the Caesar appeal, the omission itself argued by the bench as evidence of an early date of writing, before that outcome was known to record. The last sentence is the sixth and final growth panel and the book's own summary of its whole manner, preaching the kingdom of God, and teaching those things which concern the Lord Jesus Christ, with all confidence, no man forbidding him: boldness, parrhesia, the word that has marked this church from the upper room onward, standing as Acts's last word over a story the book itself never calls finished.
