God breathed it out.
Paul's word for Scripture is theopneustos, literally, God-breathed. He does not say God inspired the writers in the way a sunset inspires a painter. He says the writing itself came out of God, the way words come out of a mouth.
Peter fills in how that worked from the human side: the prophets did not produce their own interpretation of things. They were carried along by the Holy Spirit, the same verb used for a ship carried by the wind. The sailors are working. The wind decides where the ship goes.
That is why this site says the Bible is God's Word and, at the same time, that Luke wrote like a historian and Amos wrote like a farmer. Both are true, and neither cancels the other.
