Or, "that speaketh lies, even a false witness" (f); and so this is distinguished from a lying tongue, the second of these evils: this is the sin of bearing false witness against one's neighbour, a breach of the eighth command. It may be rendered, "he that bloweth lies" (g); that raises lies, and spreads them abroad, and swears to them, to the damage of others.

“There are six things that the LORD hates, seven” is a numerical form, a full list pressed one item past its round number. The list runs from “haughty eyes” through tongue, hands, heart and feet, and settles in the community with “one who stirs up discord among brothers”.

Gill separates this witness from the lying tongue of verse 17. This one swears to lies against a neighbor, the sin Exodus 20:16 forbids. Gill adds that the Hebrew can be read he who breathes out lies, spreading them abroad.
