Frowardness--as in Pr 2:14. deviseth--literally, "constructs, as an artisan." mischief--evil to others. discord--especially litigation. Cunning is the talent of the weak and lazy.

The worthless person is described by his body: “winking his eyes, speaking with his feet, and pointing with his fingers,” signals that deceive. His end matches his method, for calamity comes “suddenly” on the man of hidden signals, and “in an instant he will be shattered beyond recovery”.

Jamieson, Fausset and Brown note that devises pictures a craftsman at work, and his work is evil. The discord he continually sows means chiefly quarrels at law. One who stirs up discord among brothers closes the list of verse 19.

"All the time this kind of man stirs up troubles in the city." Indeed! The words "all the time" are quite strong! In fact, even when such a person intends to command something good, his method of command is still full of suspicion. He leads people to fight and troubles secure cities with riots. This kind of a person has no peaceful spirit, nor has he listened to Jesus, who said, "How blessed are the peacemakers."
