Letters were, and are still, sent to persons of distinction in a bag or purse, and even to equals they are enclosed--the tie being made with a colored ribbon. But to inferiors, or persons who are to be treated contemptuously, the letters were sent open--that is, not enclosed in a bag.

Nehemiah answers the charge: "There is nothing to these rumors you are spreading; you are inventing them in your own mind" (6:8). He names the aim of the rumor, a fabrication meant to stop the work. Then the memoir turns report into prayer: "But now, my God, strengthen my hands."
