On the first day of the seventh month

The seventh month is Tisri, close to September, which Albert Barnes calls the most sacred month of the Jewish year. John Gill dates the Feast of Tabernacles from the fifteenth day of that month, by Leviticus 23:34. The offerings of this verse began two weeks before the feast.
