The second covering is goat hair, eleven curtains over the ten below, and its clasps are bronze where the inner clasps were gold. So the metal grades plainer the further out it sits.

fifty loops along the edge
The loops match those of the linen at verse 12, fifty on each set, as 26:10 commands. The two layers were joined by the same method and in the same number. Blue is named for the linen loops alone, at verse 11.
