on Numbers 7:12-17
The first day belongs to Judah, and the twelve days follow the order of the camp in Numbers 2. Judah pitched on the east toward the rising of the sun, a precedence that comes from Genesis 49:10.

a peace offering of two oxen, five rams, five male goats
The peace offering was eaten, and John Wesley explains its size by the feast the leaders, priests and people held before the LORD. Matthew Henry notes the meat had to be eaten the day it was offered, as Leviticus 7:15 requires, so seventeen animals made one day's feast.
