On the second day Nethanel son of Zuar

on Numbers 7:18-29

Issachar and Zebulun follow, which completes the east standard of Numbers 2:3-9. Nothing changes between the days except the name of the prince and the name of the tribe. The writer could have said that the other eleven did likewise and he declines to.

This site's exposition

one male goat for a sin offering

Matthew Henry notes that a sin offering appears even in these days of joy. In his reading, the best services still carry a mixture of sin, so even a joyful service should carry a mixture of repentance. Issachar's goat is the second of twelve.

But while this was done in one respect, as subjects offering tribute to their king, it was in another respect, a purely religious act. The vessels offered were for a sacrificial use--the animals brought were clean and fit for sacrifice, both symbolically denoting, that while God was to dwell among them as their Sovereign, they were a holy people, who by this offering dedicated themselves to God.
