on Numbers 7:4-9
The Kohathites receive no carts, since “they were to carry on their shoulders the holy objects”, so the ark travels on men, never on wheels. At 2 Samuel 6:3-7 that rule is set aside and a man dies for it.

Matthew Henry observes that the tabernacle is barely standing when provision arrives for taking it down and moving it. The house of God was built to travel. Gill notes that only two Levite clans shared the carts, for the reason verse 9 gives.
