present eight bulls, two rams

on Numbers 29:29-34

The week comes to seventy bulls, fourteen rams, ninety-eight lambs and seven goats. Adam Clarke remarks on what the week cost a nation that paid no other tax. The Babylonian Talmud at Sukkah 55b reads the seventy bulls as offered for the seventy nations of Genesis 10.

This site's exposition

On the seventh day you are to present seven bulls

The seventh day brings the bulls down to seven, the holy covenant number. Albert Barnes holds that the daily decrease was arranged to reach seven bulls on the seventh day. In his reading the mercies of the harvest are tied to God's covenant.

The feast was to last seven days, the first and last of which were to be kept as Sabbaths, and a particular offering was prescribed for each day, the details of which are given with a minuteness suited to the infant state of the church.
