on Numbers 29:23-28
Leviticus 23:39-43 says what the seven days are for: Israel lives in booths to remember the booths of the exodus. Numbers 29 gives the altar's part: the animals, the flour and the oil.

On the fifth day you are to present nine bulls
Nine bulls on the fifth day bring the feast's total so far to fifty-five. Albert Barnes calls this a feast of thankfulness for the fruits of the earth, and says its offerings were the largest of all. John Calvin likewise ties it to the ingathering of the harvest.

on the fifteenth day--was to be held the feast of booths or tabernacles. The feast was to last seven days, the first and last of which were to be kept as Sabbaths, and a particular offering was prescribed for each day, the details of which are given with a minuteness suited to the infant state of the church.
