Solomon has “twelve governors over all Israel”, each to “arrange provisions for one month”. The districts mix tribal territory with cities and regions redrawn under the crown. Verse 19 gives Geber the land of Gilead, “including the territories of Sihon king of the Amorites and of Og king of Bashan”.

Albert Barnes matches Ben-hesed's district to the land of Judah, which bears on the question of a governor for Judah at verse 19. Socoh is a town of Judah's lowland at Joshua 15:35. Hepher was a clan of Manasseh.
