Titus 3:1-2

Put them in mind to be subject to principalities and powers names civil rulers here, not the unseen ranks Ephesians 6:12 calls by the same words, and the two uses are kept apart rather than read into each other. To be ready to every good work opens the chapter's own version of the letter's refrain, obedience paired at once with active good. The second half turns from civic duty to speech and temper, to speak evil of no man, to be no brawlers, but gentle, shewing all meekness unto all men, the Christian's public bearing extended to every man, not only fellow believers.

Titus 3:3

The reason for gentleness toward the unbelieving world is memory: for we ourselves also were sometimes foolish, disobedient, deceived, serving divers lusts and pleasures, living in malice and envy, hateful, and hating one another. The list matches the vice catalogues of Romans 1 and Ephesians 2, the same darkness Paul assigns to every unconverted life, his own included, we rather than they. The verse is the hinge the chapter turns on: a Christian who forgets what he was has no ground left for contempt of what others still are.

Titus 3:4-5

But after that the kindness and love of God our Saviour toward man appeared answers the darkness of verse three with one Greek word, philanthropia, the love of God toward man, appearing exactly as grace appeared at 2:11. Not by works of righteousness which we have done, but according to his mercy he saved us states the letter's own guard against the works it commands everywhere else: salvation is by mercy, and the good works that fill this letter are its fruit, not its root. The washing of regeneration, and renewing of the Holy Ghost has been read as baptism serving as the sign and seal of the new birth it pictures, and as the new birth itself with baptism named beside it as its outward figure; the traditions hold both readings with their own weight.

Titus 3:6-7

Which he shed on us abundantly through Jesus Christ our Saviour describes the Spirit's outpouring in the same rich language Peter uses at Pentecost, a flood rather than a trickle, the ordinary Christian experience this letter assumes for every believer, not a privilege reserved for a few. That being justified by his grace, we should be made heirs according to the hope of eternal life closes the summit on the same word the letter opened with at 1:2, the promise made before the world began now landing as an inheritance actually held. Justified, made heirs, and given hope in one sentence gathers the whole legal and family picture of salvation together.

Titus 3:8

This is a faithful saying, and these things I will that thou affirm constantly seals the summit just given as the last of the Pastoral Epistles' five faithful sayings, the formula Paul uses to mark a settled and central truth. That they which have believed in God might be careful to maintain good works ties the doctrine directly to conduct, belief in God stated as the reason for care, not its substitute. These things are good and profitable unto men closes the verse on the same practical note the whole letter keeps returning to, sound doctrine measured partly by what it produces in a life.

Titus 3:9-11

Against the faithful saying just affirmed stands what Titus must avoid: foolish questions, and genealogies, and contentions, and strivings about the law, the same speculative Jewish teaching named in chapter one, called here simply unprofitable and vain. A man that is an heretick after the first and second admonition reject uses hairetikos in its original sense, a man who chooses his own faction and divides the church over it, not yet the settled doctrinal category the word later carried in the church's heresy trials. The procedure allows two warnings before rejection, the same patience Jesus commands at Matthew 18:15-17, and the final verse names the outcome rather than a further threat: he that is such is subverted, and sinneth, being condemned of himself.

Titus 3:12-14

The letter closes on practical business: when Paul sends Artemas or Tychicus to relieve him, Titus is to come to Nicopolis, where Paul has determined to winter, the same seasonal urgency behind Paul's request for the cloke and books at 2 Timothy 4:13. Zenas the lawyer and Apollos, the eloquent Alexandrian of Acts 18 and 1 Corinthians, are to be brought on their way diligently, that nothing be wanting unto them, the church's ordinary work of hosting and provisioning its traveling teachers. And let ours also learn to maintain good works for necessary uses, that they be not unfruitful gives the letter's refrain its final beat, good works aimed now at real, practical need rather than left as an abstraction.

Titus 3:15

All that are with me salute thee. Greet them that love us in the faith closes the letter the way Paul closes most of his, personal greeting reaching past Titus to the wider circle of believers who hold the same faith. Grace be with you all, plural, sends the benediction beyond Titus alone to the churches he serves, the same grace the letter opened by tracing back to the promise before the world began. The subscript naming Titus ordained the first bishop of the church of the Cretians is a later scribal addition, not part of Paul's own text, reflecting the developed episcopal titles of a later century read back onto the letter's original plural eldership.
