Ephraim's "crown of pride," the drunkards' fading flower, opens the chapter: the Lord's mighty one (a tempest of hail), casts it down like a first-ripe fig eaten from the hand. Judgment then turns to Jerusalem, where priest and prophet reel with strong drink and mock the message as "precept upon precept, line upon line"; Jehovah answers that he will speak to this people by men of strange lips, words Paul applies to tongues in 1 Corinthians 14:21. Against the rulers' "covenant with death," Jehovah lays in Zion a tried, precious corner-stone of sure foundation, "he that believeth shall not be in haste", the messianic stone the NT quotes in Romans 9:33 and 1 Peter 2:6. Justice becomes the line, hail sweeps away the refuge of lies, and a farming parable closes: God, wonderful in counsel, threshes each crop with the fitting instrument.
