Commentary Critical and Explanatory on the Whole Bible (1871)
The tabernacle or sacred tent of their Divine King, with the camp of the Levites around it (see on Nu 3:38), formed the center, as does the chief's in the encampment of all nomad people. In marching, this order was adhered to, with some necessary variations. Judah led the way, followed, it is most probable, by Issachar and Zebulun [Nu 10:14-16].

The west belongs to Ephraim, the younger of Joseph's two sons. Genesis 48:14 has Jacob crossing his hands to lay the right on the younger head, and the camp is arranged on that blessing.

The leader of the Ephraimites is Elishama son of Ammihud
Albert Barnes traces Elishama in 1 Chronicles 7:26-27, where his son is Nun and his grandson Joshua. The captain of Ephraim's standard is the grandfather of the man who would lead Israel into Canaan. Hoshea son of Nun goes out as Ephraim's spy at 13:8.
