on Leviticus 4:16-18
The congregation's bull is handled exactly as the priest's was, and the text writes the whole procedure out a second time. A whole nation and the anointed priest pay the same animal and the same rite.

The sevenfold sprinkling of verse 6 is repeated for the congregation's bull, with the same finger and before the same veil. Albert Barnes, at verse 5, notes that only the offering for the high priest and the offering for the nation brought blood inside the tabernacle.
