Micah 4:1-2

the mountain of the house of the Lord: The oracle turns from the ruined hill-shrines of chapter 3 to a mountain established above every hill in the last days, with nations streaming to it rather than being driven from it. Isaiah 2:2-3 carries the same vision in close to the same words, two prophets of the same era delivering one shared oracle, and the bench reads the parallel as evidence of a common prophetic word rather than of one man copying the other. The nations come to be taught the Lord's ways and to walk in his paths, and the law goes forth from Zion, reversing every direction judgment had run in the book so far.

Micah 4:3-4

beat their swords into plowshares: The Lord himself judges among the nations and rebukes them, and their own weapons become farm tools, sword to plowshare and spear to pruninghook, with the practice of war given up rather than merely lost. Every man sits under his own vine and fig tree with none to make him afraid, the stock Old Testament picture of settled peace and personal security (1 Kings 4:25), extended here to the whole earth rather than one kingdom. The mouth of the Lord of hosts hath spoken it closes the promise on his own authority, the same formula the prophets use to mark a certain word.

Micah 4:5

we will walk in the name of the Lord our God: Against the picture of every nation walking after its own god, Israel answers with its own resolve, to walk in the name of the Lord our God for ever and ever. The verse reads as the congregation's own response inserted into the oracle, a pledge of covenant loyalty spoken back to the vision just given rather than a further promise from the Lord. The older writers take it as the fitting reply of a people who have just heard what the nations will one day do, choosing now what the world will choose only in that day.

Micah 4:6-8

In that day the Lord gathers the halting and the driven out and the afflicted, turning what was cast off into a strong nation over which the Lord himself reigns in Zion from that time forward. The tower of the flock, Migdal-eder, is addressed directly as the place to which the first dominion returns, the same watchtower name Jacob camped near outside Bethlehem (Genesis 35:21), which the bench sets beside the ruler who will come from that same district in the next chapter. The kingdom returning to the daughter of Jerusalem answers the fallen dominion of the house of David that the book has assumed throughout.

Micah 4:9-10

The rhetorical questions, why criest thou, is there no king in thee, press the coming crisis: pangs seize the city like a woman in labor, and she is told to go out of the city and even go to Babylon, where she will at last be delivered from her enemies. Micah wrote generations before Babylon replaced Assyria as the threat to Judah, and the older commentators hold this a genuine prediction reaching past the visible danger of his own day to name the actual exile and the actual place of return; critical scholars who date the verse later read it instead as a detail added after the event, and the bench states both positions without settling the composition question. Either way the text ties the deliverance to the very place of the judgment, redemption following the people into the land of their captivity.

Micah 4:11-13

Many nations gather against Zion wanting to see her defiled, but they do not know the thoughts of the Lord, who has gathered them himself as sheaves to the threshing floor. Zion is told to arise and thresh, her horn made iron and her hoofs brass, an image of overwhelming strength given to the very city the nations expected to trample. The chapter's last line turns the coming victory from plunder to worship, their gain and substance consecrated to the Lord of the whole earth, so that the fight itself serves an end larger than conquest.
