The packing runs outward from the ark. The lampstand and loose utensils go on “the carrying frame”, since only the ark, the table and the two altars had poles of their own.

Jamieson, Fausset and Brown describe the carrying frame as two poles joined by crosspieces and borne by two men, like a sedan chair. The lampstand, its lamps, its trimmers, its trays and its oil jars rode on it wrapped in leather. Verse 12 uses the same frame for the utensils.
