The tribe of Issachar will camp next to it
on Numbers 2:5-8
Issachar and Zebulun fill out the east camp, so the three tribes under Judah's standard are sons of Leah, born fourth, ninth and tenth. John Gill gives that shared house as the reason the two take their places under Judah without complaint. Their figures, 54,400 and 57,400, repeat Numbers 1:29 and 1:31 exactly, since chapter 2 places the men chapter 1 had already numbered and takes no fresh count.

Zebulun takes the other side of Judah, with Issachar on the first. Jamieson, Fausset and Brown note that all three tribes were large, so the east camp formed a strong and imposing front. Eliab son of Helon commands, as at 1:9.
