The tabernacle or sacred tent of their Divine King, with the camp of the Levites around it (see on Nu 3:38), formed the center, as does the chief's in the encampment of all nomad people. In marching, this order was adhered to, with some necessary variations. Judah led the way, followed, it is most probable, by Issachar and Zebulun [Nu 10:14-16].

on Numbers 2:27-30
Asher musters 41,500 and Naphtali 53,400, the same totals given at Numbers 1:41 and 1:43. The chapter gives every tribe the same four things, a side of the camp, a captain, a neighbour to pitch beside and a number, and gives none of them a word of praise or blame. Genesis 49 had weighed the brothers one by one, and Numbers 2 assigns them ground and counts their men.
