Which afterwards fell to the tribe of Naphtali, and was one of the cities of refuge, Jos 19:37; it was situated in upper Galilee on Mount Naphtali, four miles from the city of Sephet, and as many from Capernaum, and twenty miles from Tyre (r): the king of Jokneam of Carmel, one; a city that came to the lot of the tribe of Zebulun, Jos 19:11; and was given to the Levites, Jos 21:34; it was not far from Mount Carmel, from whence it is described. Hazor at verse 19 is the city 11:10 called the head of all those kingdoms, and a Jabin oppresses Israel again at Judges 4:2. Taanach, Megiddo and Dor, at verses 21 to 23, are three of the towns Judges 1:27 says Manasseh never drove out.

Both towns later belong to the Levites. Kedesh in Naphtali becomes a city of refuge at Joshua 20:7. Jokneam goes from Zebulun to the Merarite Levites at Joshua 21:34 to 35, as Adam Clarke and John Gill both note.
