Therefore, if at any time the sea shall pass its bounds, and the rain shall be kept back, verily the hand of the Lord is not shortened, that it cannot do these things: but your sins, being present, have turned away good things from you, that they should not come unto you, but should go to others who have not sinned.

A people “who have eyes but do not see” stands before the LORD who “set the sand as the boundary for the sea”. The sea keeps its bound while the people have “turned aside and gone away”. Rain and harvest are lost: “Your iniquities have diverted these from you”.

The loss named here is the rain and harvest of verse 24. Jerome adds that the hand of the LORD is unshortened, and sin itself turned the good things away to others. The bounty remains his to give.
