Pharaoh repeats the charge instead of answering the complaint. Albert Barnes notes that Egyptian religious texts count idleness among the sins weighed at the final judgment. Verse 18 restates the terms, no straw and the same tale of bricks.

Pharaoh dismisses the appeal and repeats his order unchanged: no straw, and the full quota of bricks. The foremen came for relief and leave with the burden confirmed. Albert Barnes, on verse 17, notes that Egyptians would readily believe the charge of idleness, a grave sin in Egyptian belief.
