3 notes on this verseIt was to be done but once, and at their entrance into the land of promise, in token of their taking possession of it under the several provisos and conditions contained in this law. There was a solemn ratification of the covenant between God and Israel at Mount Sinai, when an altar was erected, with twelve pillars, and the book of the covenant was produced, Exod. xxiv.

on Deuteronomy 27:9-10
Israel came out of Egypt forty years before this speech, and Moses tells the men in front of him that this day thou art become the people of the Lord thy God. The covenant is put in the present tense to the generation standing there, and this day falls seventy times in the book for that reason. Verse 10 draws the consequence in the same breath, that they are to obey the voice of the Lord because of what they have this day become.
