A second list follows the military one: officers over the tribes, ranked above the captains because their standing was older. Adam Clarke notes that Asher and Gad are missing from the record. Benjamin's officer is “Jaasiel son of Abner”, whose father opposed David's rise and died by Joab's hand.

over the Ephraimites was Hoshea
Hoshea son of Azaziah led the Ephraimites. Joel son of Pedaiah led one of the two halves of Manasseh, and verse 21 gives the half in Gilead its own officer. Manasseh thus has two officers in the list of tribes.
