Romans 13:1-2

Let every soul be subject unto the higher powers: Paul roots civil obedience in the fact that there is no power but of God, the powers that be ordained of him, not on any particular ruler's virtue but on the structure of authority itself. Whosoever therefore resisteth the power resisteth the ordinance of God, and the warning falls on the believer's own restlessness under Rome, not on any regime a later reader might supply. The chapter states a general obligation without settling every hard case; Acts 5:29's we ought to obey God rather than men stands beside it as the New Testament's own named limit, and the bench holds both without collapsing either.

Romans 13:3-4

For rulers are not a terror to good works, but to the evil: Paul states civil government's ordinary function, praise for good behavior and fear only for evil, and the minister of God language in verse 4 makes the ruler God's own servant for good even when the ruler does not know it. He beareth not the sword in vain names the state's power of the sword plainly, a revenger to execute wrath upon him that doeth evil. The bench reads the verse as grounding the state's right to punish rather than commissioning any specific war or policy, and the exposition stops where the text stops.

Romans 13:5-7

Wherefore ye must needs be subject, not only for wrath, but also for conscience sake: Paul adds the inward motive to the outward one, obedience as a matter of the believer's own conscience before God and not mere fear of punishment. Tribute, custom, fear, and honour are each named as dues owed to their proper object, and the bench notes the plain command standing behind Jesus' own render unto Caesar. The verses ask what is owed; they do not adjudicate when a specific tax or law is unjust, and the exposition leaves that question where Paul left it.

Romans 13:8-10

Owe no man any thing, but to love one another: for he that loveth another hath fulfilled the law, and Paul answers the debt language of the previous verses with the one debt never paid off. The five commandments named, adultery, killing, stealing, false witness, coveting, form the second table of the Decalogue, and Paul folds all of it into Leviticus 19:18's love thy neighbour as thyself. Love worketh no ill to his neighbour: love does not replace the law's content but fulfills it, since a man who truly loves his neighbour has already kept every command that governs how he treats him.

Romans 13:11-12

And that, knowing the time, that now it is high time to awake out of sleep, since salvation itself stands nearer today than at the hour the church first turned to Christ: Paul turns from ethics to urgency, the nearness of final salvation waking the church out of moral drowsiness. The night is far spent, the day is at hand names the present age as the last hours before dawn, and the call is to cast off the works of darkness and put on the armour of light, a soldier's figure matching the watchman's clock Paul has just set. The bench reads the nearness as the same apostolic nearness every generation between the two advents rightly feels, not a date fixed.

Romans 13:13-14

Let us walk honestly, as in the day, not in rioting and drunkenness, not in chambering and wantonness, not in strife and envying: Paul lists the works of darkness by name before naming their opposite, the six vices pairing into three, appetite, sex and envy corrupted. But put ye on the Lord Jesus Christ names the whole remedy in one clause, Christ himself worn like the armour of light just commanded, and make not provision for the flesh forbids planning ahead for sin rather than merely resisting it in the moment. The bench has long marked this verse as the one Augustine took up and read in a Milan garden and rose from converted, his own Confessions naming this exact text as the moment grace overtook him.
