The ground of the sentence is a long history. It ends in Edom's violence “in the time of their disaster”, the same hostility Obadiah and Psalm 137:7 record. The talion principle answers blood with blood, “Since you did not hate bloodshed, it will pursue you”.

those who come and go
Those who come and go are traders and travellers. Edom sat astride the King's Highway and the caravan routes between Arabia and the Mediterranean, and much of its wealth came from that traffic. A desolate Mount Seir would lose its trade.
