The officers now understand that the order came from the throne and that no appeal is left anywhere. Adam Clarke reads their position as one where they could expect neither justice nor mercy. They place themselves in the way as Moses and Aaron come out, so the meeting in the next verse is arranged rather than accidental.

Moses and Aaron wait outside to hear the result of the audience. The meeting turns the foremen's anger from Pharaoh toward the two men who brought the LORD's message. John Wesley, on verse 21, observes that those called to serve God's people must expect unkind censure from friends as well as threats from enemies.
