Azariah looks back to a long season when Israel was “without the true God, without a priest to instruct them, and without the law”. Henry and Gill set the reference in the days of the judges. Barnes reads it more broadly, of the people's many falls and deliverances.

In those days travelers had no safety amid the many conflicts of the residents of the lands. Gill describes roads held by robbers and country villages emptied by raids, as in Judges 5:6. Clarke asks whether Jesus alludes to this verse in Matthew 24.

Others think the whole passage may be read in the future tense, and that it looks forward: Hereafter Israel will be without the true God and a teaching priest, and they will be destroyed by one judgment after another till they return to God and seek him.
