ten horns which thou sawest are ten kings
on Revelation 17:12-14
The ten horns are ten kings not yet reigning, matching Daniel 7:24's ten horns out of the fourth kingdom, and their reign is deliberately brief, one hour, a phrase this chapter uses three times for Babylon's collapse. Their one mind is to hand their power to the beast, a false unity answering the true unity Christ prays for his own in John 17:21. Yet this alliance makes war with the Lamb and loses outright: the Lamb shall overcome them, for he is Lord of lords, and King of kings, the very title John will see written on the Rider's own vesture at 19:16, and the overcomers who stand with him are called, and chosen, and faithful, the three words matching the promises to the seven churches.

"And the beast which thou sawest is of the seven." Since before those kings Nero reigned. "And he is the eighth." He says only when this beast shall come, reckon it the eighth place, since in that is the completion. He added:- "And shall go into perdition." For that ten kings received royal power when he shall move from the east, he says. He shall be sent from the city of Rome with his armies. And Daniel sets forth the ten horns and the ten diadems.

This shall not be till after they have first executed judgment on the harlot (Re 17:15, 16). Lord of lords, &c.--anticipating Re 19:16. are--not in the Greek. Therefore translate, "And they that are with Him, called chosen, and faithful (shall overcome them, namely, the beast and his allied kings)." These have been with Christ in heaven unseen, but now appear with Him.
