was Zimri son of Salu

The names come after the act, and both belong to ruling houses. Zimri is "the leader of a Simeonite family". Cozbi is the daughter of Zur, listed at Numbers 31:8 among the five kings of Midian.

This site's exposition

And the LORD said to Moses

John Gill thinks this word came some time after the events at Peor, a little before the death of Moses, and points to 31:1. Matthew Henry contrasts the two punishments. Israel was corrected as children with a rod, and Midian was met with the sword of an enemy.
