Both men hope, and the difference is what their hope rests on. Adam Clarke describes the wicked man hoping for God's mercy while he goes on in sin, until death ends the hope unfulfilled. The righteous man's hope ends in joy.

Transpose “hope” and “expectation.” The expectant waiting of the righteous is joyful at the time, and ends in joy: the eager hope of the wicked comes to nought.
