Jehoshaphat waxes great, building castles and store cities and keeping much business running through the cities, while his standing men of war are at Jerusalem. Clarke reads the busy cities as full employment, the domestic strength that fills out the military strength verse 1 opened with.

The vast supplies filled the store cities of verse 12. Gill says those cities held corn, wine and all provisions, laid up against invasion or a time of war. Henry judges the army in better order than at any time since David modelled it.
