He strengthened their fortresses

on 2 Chronicles 11:11-12

Rehoboam strengthens the fortresses, puts officers in them “with supplies of food, oil, and wine,” and arms every city with shields and spears. The defense is limited to the south, and nothing here moves against Jeroboam, in keeping with Shemaiah's word at verse 4.

Weapons joined the food, oil and wine of verse 11. Gill takes the shields and spears as standing for every kind of armour. He reads the last clause as the two tribes holding to each other, to the house of David and to the true religion.
