1 Timothy 3:1-2

The second of the letter's faithful sayings opens the church-order section, if a man desire the office of a bishop, oversight, he desireth a good work, ambition for the task itself commended even while ambition for the title is not in view. The list that follows names character before gift, blameless heading it, and the husband of one wife has drawn several readings among honored teachers, a man married only once, a man not a polygamist, and a man faithful to his one wife, each argued from the phrase's own Greek. Overseer and elder name the same office in the Pastorals, Titus 1:5-7 using both words of one man in three verses, a point Paul's own usage settles before any later church order is read back into it.

1 Timothy 3:3-4

The list turns from public reputation to private temper, not given to wine, no striker, not greedy of filthy lucre, three vices any Ephesian household could recognize in a violent or grasping man. Patient, not a brawler, not covetous names the positive replacing each, since Paul rarely forbids a vice without naming its opposite virtue. Ruling well his own house closes the paragraph's domestic test, a man's household the visible proof of his fitness for God's household.

1 Timothy 3:5-7

Paul makes the household analogy explicit in parentheses, if a man know not how to rule his own house, how shall he take care of the church of God, the same word for the church's own house joining the two spheres deliberately. Not a novice guards against a convert promoted too fast, lest being lifted up with pride he fall into the condemnation of the devil, pride named as Satan's own sin at Isaiah 14:12-15 and Ezekiel 28. A good report of them which are without adds a third circle of testing beyond character and household, the overseer's standing in the pagan city itself, since a bad name outside invites reproach and the snare of the devil.

1 Timothy 3:8-10

The deacons receive their own list, likewise must the deacons be grave, not doubletongued, not given to much wine, not greedy of filthy lucre, the same temptations named for overseers now guarded against in a second office, the servant title Acts 6:1-6 traces to the Jerusalem church's first relief crisis. Holding the mystery of the faith in a pure conscience ties doctrine and life together again, a deacon's service resting on the same gospel an overseer teaches even where his public teaching role differs. Let these also first be proved sets a probation before office, earned by tested character rather than granted on a first impression.

1 Timothy 3:11

Even so must their wives be grave stands at a genuine fork among honored teachers, the phrase read either as the deacons' own wives, held to the same standard by their husband's office, or as women serving in a parallel diaconal role, a third group named alongside overseers and deacons. Phoebe at Romans 16:1 is called a deacon of the church at Cenchrea, and both sides of this verse's question appeal to her case, one reading her as a deacon's wife by courtesy and the other as a woman deacon in fact. Not slanderers, sober, faithful in all things gives the qualifications themselves regardless of which reading is taken, the same seriousness asked of the men just named.

1 Timothy 3:12-13

The deacon's own household test repeats the overseer's, let the deacons be the husbands of one wife, ruling their children and their own houses well, the same domestic proof required at both offices. Verse 13 promises the deacon who serves well two rewards, a good degree, likely standing and trust within the congregation, and great boldness in the faith which is in Christ Jesus, confidence in prayer and testimony that faithful service tends to build. The office was never a stepping stone in Paul's own language, but service itself is shown to carry its own advance.

1 Timothy 3:14

Paul pauses to explain the letter's own occasion, these things write I unto thee, hoping to come unto thee shortly, a personal visit still the plan even as the letter is dispatched as a stand-in should Paul be delayed. The verse marks the hinge between the church-order instructions just given and the statement of the letter's whole purpose that follows immediately. Timothy is not left to guess at Paul's intentions; the next verse states them outright.

1 Timothy 3:15

The letter states its own purpose here, that thou mayest know how thou oughtest to behave thyself in the house of God, the phrase that names the whole book's aim, a manual for conduct in God's household. The church of the living God, the pillar and ground of the truth names the church's office toward the truth, a pillar holding truth up before the world and a ground giving it a place to stand, not the truth's source but its appointed support. Rome has read the verse as grounding the church's teaching authority over Scripture, while the Reformation's reply held the church upholds a truth it did not create and must itself be tested by, a reading argued from the same verse by both sides.

1 Timothy 3:16

The chapter closes on what many read as an early hymn or creedal fragment, without controversy great is the mystery of godliness, six lines built in three couplets, flesh and Spirit, angels and Gentiles, world and glory, tracing the Son from incarnation to ascension. The earliest Greek manuscripts read who was manifest in the flesh, while the Byzantine text familiar from the King James reads God was manifest in the flesh, a variant well documented among textual critics and named honestly rather than passed over. Either reading names the same person, since the hymn's whole subject from its first line is the one who was seen of angels and received up into glory, the Lord of glory confessed on either text.
