So the Egyptians appointed taskmasters over the Israelites to oppress them with forced labor. As a result, they built Pithom and Rameses as store cities for Pharaoh.

Taskmasters - The Egyptian Chiefs of tributes. They were men of rank, superintendents of the public works, such as are often represented on Egyptian monuments, and carefully distinguished from the subordinate overseers. The Israelites were employed in forced labor, probably in detachments, but they were not reduced to slavery, properly speaking, nor treated as captives of war. The cities of store contained provisions stored up for the troops (compare 2Ch 32:28). They seem to have been chiefly in the north - in Hamath 2Ch 8:4 and Naphtali 2Ch 16:4. On the cities for his chariots, see 1Ki 10:26 note. By that which Solomon desired to build (see the margin) seem to be intended pleasaunces in or near the capital, and in the Lebanon range, built especially for the enjoyment of the king.

Its king, Toi, had been the ally of David; but from the combination, Hamath and Zobah, it would appear that some revolution had taken place which led to the union of these two petty kingdoms of Syria into one. For what cause the resentment of Solomon was provoked against it, we are not informed, but he sent an armed force which reduced it.
