Water will flow from his buckets, and his seed will have abundant water. His king will be greater than Agag, and his kingdom will be exalted.

Balaam’s native soil was ordinarily irrigated by water fetched from the neighboring Euphrates, and carried in buckets suspended from the two ends of a pole. Thus the metaphor would import that Israel should have his own exuberant and unfailing channels of blessing and plenty. Some take the word to be predictive of the future benefits which, through the means of Israel, were to accrue to the rest of the world.

Than Agag - Than the King of the Amalekites, which King and people were famous and potent in that age, as may be guessed by their bold attempt upon so numerous a people as Israel. And it is probable, that Agag was the common name of the Amalekitish Kings, as Abimelech was of the Philistines, and Pharaoh of the Egyptians, and Caesar of the Romans.

(Verse 15) Surely the nations are like a drop in a bucket; they are regarded as dust on the scales; he weighs the islands as though they were fine dust. LXX: Behold, all the nations are as a drop in a bucket and are accounted as the dust on the scales. All peoples who did not know their Creator or the whole human race in comparison to God are like a drop from a bucket and like a speck of dust on a scale that tilts lightly to one side.

However, English Version, "isles" answers well to "mountains" (Isa 40:12), both alike being lifted up by the power of God; in fact, "isles" are mountains upheaved from the bed of the sea by volcanic agency; only that he seems here to have passed from unintelligent creatures (Isa 40:12) to intelligent, as nations and lands, that is, their inhabitants.
