Because these waters of judgement minister to the healing of the body of the kings and the lust of their body; therefore they will not see and will not believe that those waters will change and become a fire which burns for ever.

The Ark, and the Valley That Burns for the Angels
The word of God comes to Noah, promising to preserve his "lot without blame" through a wooden vessel the angels are building, so that "the seed of life" survives and the earth is never again left without inhabitant. The guilty angels are imprisoned in a burning valley among mountains of gold, silver, iron, and tin, the same valley Enoch had shown Noah earlier, where the waters serve two purposes at once: healing for the bodies of unrepentant kings now, and, in time, a fire that burns forever for their unbelieving spirits.
